I've never been there before, but one of my best friends goes to school there. She absolutely loves it there, she's gonna make aliyah when she's done with school and her mom's probably gonna move too. Based on what she's told me of her experience:

Avoid hookah
Don't get into a cab alone
There's a place in Yerushalayim that sells pizza for 7 shekel (everywhere else sells for 12 or 15 shekel), so try to find it if you're in the area

Baruch Hashem I've been living here for 7 years and I could try to give some advice:
The best and quickest way to learn Hebrew is to make real Israeli friends (even when you have the option not to) ulpan isn't enough.
Try to see things here with emuna, it really smoothens things out on a personal level and on the situation of the klal.
They don't serve fries at pizza stores lol.
It's important to put a special focus here on ahavat yisrael, where theres so many different kinds of Jews within a relatively small place.
sadly not all resaurants, hotels and foodproducts here are kosher (yet) so make sure to check even here.

Please to tell me if you think of anything else. oh and is it true that Israeli store keepers try to cheat Americans because we are 'rich', because well I'm deff not what you call rich.

Tzfat is a cool city, idk anyone who lives there personally though.

I don't think it's fair to say that ALL Israeli storekeepers will try to cheat Americans, but yes, it is very much heard of. Israeli dudes will also probably try to flirt with you and be especially friendly with you because they think you're a rich American, too. My friend in Israel (also a not rich American) has had many encounters with such dudes (her last boyfriend actually). So watch out, but don't be prejudiced or anything.
